Finance Minister P. Chidambaram on Thursday announced a sharp increase of Rs 1.25 lakh crore in agriculture credit target to Rs 7 lakh crore for next fiscal and allocated additional Rs 10,000 crore in subsidy for implementing the Food Security Bill. He also allocated 22 per cent more funds to Agriculture Ministry at Rs 27,049 crore for the 2013-14 fiscal, of which Rs 3,415 crore has been earmarked for farm research.

To get around the shortage of domestic coal, Budget 2013-14 is expected to announce a far reaching change to make private sector produce more of the mineral. Companies with coal blocks will be allowed to sell their surplus coal under a public-private-partnership model in the markets instead of selling only to Coal India. The coal ministry feels that the railway ministry has taken a view of expediting the process of laying tracks to connect coal mines since it has been for the first time that a railway minister has mentioned such a project in his budget speech. Plans for coal mine connectivity projects were conceived a decade ago but the railways never took it as priority. “The railway ministry has shown its seriousness about the need to evacuate additional coal and for this the plan to invest in coal mine-linking projects is important,” Sriprakash Jaiswal, coal minister told Fe.
Exports of iron ore are likely to fall further during the next financial year (2013-14) and touch a record low, as Railway Minister Pawan Kumar Bansal ignored the demand for a level field in the freight rates charged on movement of iron ore for domestic use and exports. There is already an export cess of 30 per cent on iron ore as a dampener. In 2008-09, iron ore exports were at a record 110 million tonnes (mt), which have fallen to just 15 mt in the current financial year till November. The industry estimates that since government policies remain non-conducive, exports next year could be in single digit, maybe a few million tonnes.

Presenting the Budget in the Lok Sabha, Railway Minister Pawan Kumar Bansal, who had effected an across-the-board hike in passenger fares only last month, said he does not intend to pass on the impact of deregulation of diesel price for now and the Railways will absorb a burden of Rs 850 crore on account of this.
