Should we ask a rapist whether he should be punished or not?

Why was this resolution introduced?
As the state assembly has to still discuss the resolution, it would be unconstitutional for me to reveal the reason. We only want to know how much money, from which all sources and for what purpose the NGOs are getting. We want to make them transparent by subjecting them to an audit by the Comptroller & Auditor General.

Will all NGOs be audited?
As some NGOs are not audited by the their donors we thought of introducing such a system. But not all ngo s will be audited. It will only be test audit and that too for the erring ones.

Did you consult the NGOs while drafting the resolution?
Is it necessary? Why should the people be consulted before introducing any law? Should we ask a rapist whether he should be punished or not?

Why were the recommendations regarding better collaboration between the ngos and the government not implemented?
The NGOs never took interest in such collaborative talks. We were forced to introduce such resolutions to make it compulsory for NGOs to participate and complement in the government's development programmes. The aim of this resolution is to make cooperation and partnership operational by force.
