Saving water

The wisdom of harvesting rainwater to meet growing demands and augment depleting water resources has perhaps at long last caught the attention of the Delhi government. In his address to the Delhi Assembly on the first day of the Budget session, Lieutenant-Governor Vijai Kapoor said the government was planning to make it mandatory for new housing complexes in the city to have water harvesting structures. He pointed out that this was one area which had tremendous scope of increasing water availability.

Surprisingly, while highlighting the "major perspectives, policies and programmes" of the Delhi government, the lieutenant-governor's speech made no mention of any government strategy to clean the Yamuna as directed by the Supreme Court. He, however, talked at length on the "improvement' in the city's ambient air quality.

Besides this, Kapoor also spelt out the three pillars of good governance
