The biggest emitters must make the biggest reductions to induce others to follow suit.

Governments must take difficult decisions. They must use economic incentives (to reduce emission of greenhouse gases).

There has to be a debate on whether the climate is actually changing. The complexity in the area is very great. Does warming in one area lead to cooling in another?

- The nature of society makes it difficult to make reductions in greenhouse gas emissions. We need to change our policies, especially those regarding transport and energy.

Tradable permits are just an excuse for not doing anything.
