Torrential rains killed at least 15 people and displaced more than 100,000 families in the low-lying areas in four provinces in the southern Mindanao island of the Philippines. According to the Southern Command of the Philippine Armed Forces, the deaths occurred over four days. The floods swamped the rice and corn-growing provinces of Agusan del Norte, Agusan del Sur, Surigao del Norte and Surigao del Sur.

Only eight bodies have been recovered so far. The country's National Disaster Coordinating Council has estimated a loss of us $3.2 million worth of crops and property. "This is the effect of continuos rain,' said Fanklin Castillo, director for operations of the National Disaster Coordinating Council.
