Pollution levels in Seoul city have increased alarmingly. The ozone density has increased from 0.016 parts per million (ppm) in 1999 to 0.017 ppm in 2000, the city's government reported in its 2001 white paper on environment. The level of nitrogen dioxide in the city increased from 0.030 ppm in 1998 to 0.035 ppm in 2000. "Emissions from some 2.4 million cars accounted for 85.4 per cent of the total pollutants. Therefore, we have decided to raise the exhaust standard and expand the supply of natural gas-fuelled buses,' said a city official.
