The European Court of Justice has finally given its verdict on the prickly question of European trade policy: the European Commission, the European Community's (ec) executive body, must share authority over trade in services and intellectual property with other ec members. The ruling in mid-November was a blow to the commission's ambition to be the sole negotiator in international trade talks (see Down To Earth, November 15, 1994).

Some perceive this as paving the way for the ec's ratification on the Uruguay Round trade accord before the year-end deadline. However, the prospect of business with the conflict-ridden ec seems a little clouded to outside countries.
