Blueprint of an action plan
For the Centre
Improve air quality monitoring;
Identify 'hot spot' cities for special attention;
Create a national-level authority with accountable state bodies. These should have technical expertise and financial/legal powers to plan and coordinate air quality improvement exercises; and
The improvement exercises should include identification of priority pollutants, source-wise inventory of those pollutants, air quality modelling to identify action plan and framing of action plan for polluted cities.
For state governments
State governments should develop air pollution control action plans for each polluted city with clear targets and deadlines
