Measurable, Reportable and Verifiable (MRV): trends and developments in climate change negotiations

Discussions on a post?2012 future climate regime have been rigourously carried out, not only within the Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol, but also at other principal international forums, including the G8, G20 and the Major Economies Forum (MEF), as well as domestically in each country. Among the various negotiation topics put on the table, establishment of a measurable, reportable and verifiable (MRV) system for greenhouse gas emissions reduction targets and implementation of mitigation actions by parties to the Convention is placed as one of the key negotiation topics, and is an essential element in ensuring the effectiveness, transparency and equity aspect of mitigation implemented by each party country.
