Non compliance & Liabilities under the Montreal Protocol
This is the Presentation delivered by R Gopichandran, Environment and Climate Change Research Wing - Gujarat Energy Research and Management Institute, at International Conference on 'Compliance and Liability in Climate Change Negotiations' organized by CSE on 1 March 2011 at New Delhi. The presentation deals with International compliance mechanism, its successes and failures from the past, Montreal Protocol, which effectively put an end to the use of CFC that was causing holes in the ozone layer, had a strong compliance mechanism entrenched in it. It provides a platform for discussion on what can we learn from it now to help in designing an effective compliance framework in the climate change negotiations.
