In July 2002, the Planning Commission formed a committee on development of biofuels, which recommended the creation of a biodiesel mission to coordinate the initiative and enterprise of individuals, communities, entrepreneurs, oil companies, business, industry, financial institutions as well as the government. It said that by 2006-2007, a pilot project should cover 400,000 hectares across the country. The committee also set the deadline of 5 per cent blending of biodiesel in diesel by 2007
