• All government orders and notices affecting panchayats should first be circulated through state panchayati raj ministries and their departments, and the Union government, before implementation.
• The state panchayati raj ministries, including the Union ministry, will review existing laws to look for ingression into panchayat powers.
• Subordinate legislations to the Panchayati Raj Act should be framed to smoothen functioning of local bodies.
