With the Delhi government and various central agencies scrambling to provide relief measures and the Odd-Even scheme for cars ready to make a comeback, environmentalist Sunita Narain, Director General of the Centre for Science and Environment and Member of the EPCA (Environment Pollution Control Authority) spells out what’s at stake; how the systems to control pollution actually work and why elected governments are failing us.
