Report of the Monitoring Committee under the headship of Justice Pritam Pal, former Judge, Punjab & Haryana High Court constituted by the National Green Tribunal in O.A. No. 606 of 2018 in the matter of compliance of Solid Waste Management Rules, 2016 in compliance to the NGT order of February 12, 2020 in O.A. No. 150/2014 in the matter of Ajay Sipahiya & Others Vs Union of India & Others.

The matter relates to 25000 MT old unprocessed solid waste material, occupying considerable space in the solid waste processing plant of the Municipal Corporation, Chandigarh as well as solid waste management issues.

The NGT had noted that the processing efficiency of the plant was not being operated to its optimum capacity. Thermax make furnace was not in operation. The Committee recommended removal of the waste matrial by the Corporation and to deliver segregated solid waste to the plant. The Municipal Corporation, Chandigarh should start 100% door to door collection and segregation of solid waste. It was also recommended that the Municipal Corporation, Chandigarh should construct adequate number of compost pits to process 100% wet waste of the city and also the horticulture waste. Domestic hazardous waste should be segregated and the same shall be disposed off at TSDF, Nimbua, likewise the whole of the inert and rejects of solid waste should be dumped in scientific manner at sanitary landfill site and no unprocessed waste should be dumped in the landfill site. The processing of solid waste lying dumped at legacy waste site should be completed soon.
