Strengthening adaptation-mitigation linkages for a low-carbon, climate-resilient future

This paper provides an overview of policy areas in which adaptation-mitigation linkages can be fostered, and discusses potential trade-offs to be considered among adaptation and mitigation measures, but also across other environmental policy objectives. It highlights emerging good practices and remaining challenges across OECD and G20 countries and suggests steps to move the agenda forward. The study finds that understanding adaptation-mitigation linkages, synergies, and trade-offs is crucial to inform policy decisions, as in the long run, mitigation responses will shape future adaptation needs and influence climate resilient pathways. Countries are increasingly recognising the importance of these linkages by bringing this discussion into their national adaptation plans.
