Report of Joint Committee in the matter of Original Application No. 70 of 2021 (SZ) as per the National Green Tribunal (NGT) order February 17, 2021.

The matter related to waste management in Thirukazhukundrdam town panchayat, Chengalpattu district, Tamil Nadu.

The on-site sanitation infrastructure presently available at the household levels are mostly septic tanks and pits. The drainage waste gets filled over and after an interval, it has to be desludged. Desludging is carried out using vehicles fitted with vacuum pumps owned by private operators or ULBs.

Faecal sludge management (FSM) project could be implemented within 8 months time. Since, the recorded population increase in Thirukazhukundram town panchayat over the past decade has been only around 4,000 - as a short term measure, FSM could be undertaken, as transition and alternative arrangement to underground sewerage scheme (UGSS). Thus, for sewage management, it was proposed to construct a faecal sludge treatment plant (FSTP) of 25 KLD capacities. While for liquid waste management, the drainage would be maintained to ensure that the grey water from all households is collected at the four desired locations and on-site treatment facilities would be constructed in each place to process the accumulations.
