Timor-Leste’s national adaptation plan: addressing climate risks and building climate resilience
This document serves as Timor-Leste‘s first National Adaptation Plan (NAP); and is being submitted to the United Nations Framework Convention on Climate Change (UNFCCC). The process to formulate and implement the NAP (NAP process) was established under the UNFCCC in 2010. It is a continuous, progressive, and iterative process that follows a country-driven, gender-sensitive, participatory, and fully transparent approach that builds on past and on-going efforts. The overall vision of the NAP for Timor-Leste is ―to build a climate resilient development trajectory for the country and its people”. It is aligned with other policies and strategies relevant to Timor-Leste‘s adaptation response to climate change. The NAP also establishes clear linkages with the Strategic Development Plan 2011-2030.
