Order of the Supreme Court of India in the matter of The State of Haryana, Department of Irrigation Vs The State of Punjab & Others dated 06/09/2022.
"Water is a natural resource and living beings must learn to share it whether be it individuals, States or countries," the Supreme Court said in the matter of allocation of water sharing between Punjab and Haryana.
The apex court noted that the construction of Satluj Yamuna Link Canal which has been languishing for two decades.
A letter, September 5, 2022 from the Secretary, Ministry of Jal Shakti to the Attorney General was presented before the court. The letter takes note of the last order (July 28, 2020) passed directing the meeting of various state holders to be convened at the high level and the outcome of the same, if any be informed to the SC.
Attorney General informs that despite various endeavours, the state of Punjab did not join the negotiating table. The State of Haryana, on the other hand, has been pressing for implementation of the decree to complete the construction of the Satluj Yamuna Canal. No meeting has been held for about two years.
The Supreme Court directed the Ministry of Jal Shakti, Haryana, Punjab and Rajasthan to lend full cooperation to see that the matter now proceeds further. The apex court accepts the suggestion of Attorney General requesting for four months time to submit a progress report to the Supreme Court and listed the matter for hearing on January 1, 2023.
