Joint Committee report in the matter of Chandra Prakash Vs State of Uttar Pradesh & Others dated 25/08/2023. The committee visited the portable and compact transfer station for municipal solid waste, Shaheed Path South City, Lucknow, Uttar Pradesh. The portable and compact transfer station for municipal solid waste, Shaheed Path South City, Lucknow, Uttar Pradesh having capacity of 40 TPD of MSW. The portable and compact transfer station (PCTS) machines were not operational at the time of inspection.

One materials recovery facility (MRF) centre was also installed in the premises, but was not found operational. During inspection, the station does not have a proper leachate collection tank and leachate was found spread on the land in the site.

The portable compactor transfer station (PCTS) was being operated by Ecogreen Energy Lucknow Private Limited  but due to non-maintenance of Portable Compactor Machines by Ecogreen Energy Lucknow Private Limited machines got defunct. The Lucknow Municipal Corporation decided to terminate the concessionaire on July 6, 2023 and started planning to achieve long term goals of solid waste management in accordance with the provisions of Solid waste Management Rules 2016 and Swachh Bharat Mission. Repair and maintenance Works for Portable Compactor Transfer Station (PCTS) and Hook Loader has been awarded to TPS Infrastructure Ltd.
