Tamil Nadu Electricity Regulatory Commission (Forecasting, Scheduling and Deviation Settlement and related matters for Wind and Solar Generation) Regulations, 2023
The Tamil Nadu Electricity Regulatory Commission (TNERC) has introduced a draft regulation to revise the deviation settlement policy concerning solar and wind power producers. The new draft regulation, titled TNERC (Forecasting, Scheduling, and Deviation Settlement, and Related Matters for Wind and Solar Generation) Regulations, 2023, is intended to replace the existing 2019 regulations on the subject. The proposed regulation seeks to modify the requirements regarding qualified coordinating agencies (QCAs). The updated norms advocate for the establishment of a single QCA, departing from the previous practice of having multiple such entities within a state. A QCA is an agency designated by wind or solar energy generators linked to a pooling sub-station or appointed by an individual generator connected directly to a sub-station, or a sole agency chosen by the majority of the state’s wind or solar energy generators. This development follows the Central Electricity Regulatory Commission’s (CERC) 2022 revision of norms concerning the deviation settlement mechanism.
