Report filed by the Tamil Nadu Pollution Control Board in the matter of Tribunal on its own motion Suo Moto based on the news item titled "Sea of toxic foam in Tamil Nadu's Hosur after dam discharges surplus water" appearing in NDTV.com dated December 5, 2024.

River Thenpennai originates in Karnataka and enters Tamil Nadu through the northern side of Bangalore. The matter related to large scale foam in Thenpennai river due to untreated chemical effluents discharged from Kelavarapalli reservoir and residential sewage is also mixed with the water affecting water quality.

TNPCB has collected water samples from the river Thernpennaiyar at Chokarasanapalli village every month. BOD reveals that there is a discharge of sewage/ waste water in the Thenpennai river from the Karnataka state. This results in frothing. Frothing occured in the river stretch during the monsoon/ heavy rainfall days due to the presence of high level of coliform and BOD in the untreated sewage discharged into the river Thenpennai from Karnataka.

DEE, Hosur has recommended to the TNPCB on February 19, 2025 to request CPCB for issuance of necessary directions to the stakeholders to curtail the discharge of sewage / waste water from Bangalore city through Bellandur and Varthur lake system located in the state of Karnataka in order to improve the water quality of Thenpennai river.

The Tamil Nadu SPCB has requested the Central Pollution Control Board to issue necessary directions to stakeholders to curtail the discharge of sewage/ waste water from Bangalore city through Bellandur and Varthur lake system located in the state of Karnataka.
