Report filed by the Central Pollution Control Board on waste to energy plants, 15/04/2025
There are a total 21 municipal solid waste (MSW) incineration based waste to energy (WtE) plants operational in 10 states/UTs , stated the report filed by the Central Pollution Control Board (CPCB), April 15, 2025.
26 states/UTs have reported that no municipal solid waste (MSW) incineration-based waste to energy plants are operational in their jurisdiction.
Ten states have provided the details of 21 MSW incineration based WtE operational in their region - Andhra Pradesh (2), Delhi (4), Gujarat (2), Haryana (1), Madhya Pradesh (2), Maharashtra (2), Karnataka (1), Telangana (2), Uttarakhand (3 RDF based boilers in paper mills which utilizes MSW along with auxiliary fuels) and Uttar Pradesh (2).
The CPCB report asked the concerned state pollution control board (SPCB) and pollution control committees (PCC) from Andhra Pradesh, Gujarat, Telangana, Uttarakhand, Karnataka and Uttar Pradesh to ensure that WtEs operational in their jurisdiction have valid authorization.
Likewise, the concerned SPCB/PCC from Andhra Pradesh, Gujarat, Karnataka, Maharashtra, Telangana, Madhya Pradesh, Uttarakhand and Uttar Pradesh have been asked to monitor stack emissions as per schedule II (C) of Solid Waste Management (SWM) rules.
The concerned SPCB/PCC of Andhra Pradesh, Karnataka, Gujarat, Telangana, Maharashtra, Madhya Pradesh, Uttarakhand and Uttar Pradesh was asked by the CPCB to provide analysis report of bottom and fly ash analysis report and ensure that the disposal/utilization is as per provision of the rules.
SPCB/PCC of Andhra Pradesh, Karnataka, Gujarat, Telangana, Maharashtra, Madhya Pradesh, Uttarakhand and Uttar Pradesh has been asked to provide information on leachate management and treated leachate analysis as per SWM rules.
Lastly, the SPCB/PCC of Andhra Pradesh, Haryana, Telangana and Maharashtra was directed to take necessary action against WtE plants which are found to be non-complying with the stipulated norms and submit action taken report to the CPCB.
The report which was filed by the CPCB on January 10, 2025 had disclosed the existence of 15 waste to energy (WtE) plants in 7 states.
