Compliance report by the Jammu and Kashmir Pollution Control Committee in compliance to the National Green Tribunal directions dated January 9, 2025 in the matter of Yasser Farooq Khan Vs CPCB & Others. The matter related to stone crusher units/ hot and wet mix plants of district Poonch.
The NGT gave directions to check the impact of noise and dust pollution in and around premises of stone crushers/hot mix plants by monitoring ambient air quality and ambient noise level. Also, to ascertain the source of raw material used by these units in each case during the last one year. To verify the current status of PCDs and PCMs installed in these units after conduct of earlier inspection by the committee. The joint committee constituted by the J&K PCC has submitted a detailed status of 12 stone crushers/hot and wet mix plants of district Poonch.
The report stated that out of 12 stone crushers/hot and wet mix plants inspected by the joint committee, 4 units were found non-operational during the site inspection. 8 stone crushers/hot and wet mix plants which are in operation were found fulfilling the norms and parameters under ambient air quality monitoring and ambient noise level monitoring. Requisite pollution control devices and pollution control measures were found to be installed by 8 stone crushers/hot and wet mix plant units which are operational.
As per the report of the joint committee, the source of raw material to the unit holders is river bed material (RBM) purchased from the operational mining blocks except for GREF which uses the stones extracted/collected from the ongoing civil works in adjoining areas.
