During six months before the survey 41 per cent of the report's customer respondents made more than one small payment (US $0.45 on average) to doctor meters into lowering bills, 30 per cent made more than one small payment (around US $1.90) to expedite repair work and 12 per cent paid US $22 on average to expedite new water and sanitation connections.

Contractors regularly bribe public officials in the water and sanitation sector. The kickbacks range from 6-11 per cent of the contract value.
