l The two governments agree to cooperate and to work together in appropriate forums for advancing the goals of the un Framework Convention on Climate Change (FCCC), in accordance with the decisions of the Conference of Parties (CoP) to the UN in its various sessions.

l The governments of the United States and India agree to cooperate within the framework of the CoP and subsidiary bodies of the FCCC, to work towards an early agreement on the elements of the Kyoto mechanisms.

l In particular, the governments of the United States and India agree that the Kyoto mechanisms could offer the opportunity to achieve mutually beneficial partnerships between industrialised and developing nations.

l The governments of the United States and India resolve to work closely with other countries to develop agreed international rules and procedures for the Kyoto Mechanisms, including the Clean Development Mechanism.
