The disease has already claimed 145 lives in the region this year At a time when people are praying for a bountiful monsoon, rains bring death and devastation in the eastern belt of Uttar Pradesh. And if the locals are to be believed, the season of death has started as encephalitis cases are reported from across the region. For years now, hundreds of children have been dying and an equal number have been disabled for life because of Acute Encephalitis Syndrome (AES), more specifically Japanese encephalitis (JE), commonly called brain fever.
The southwest monsoon in India this year was expected to be 85 per cent of the long-period average (LPA), with Punjab, Haryana, Saurashtra and Kutch regions in Gujarat and western Rajasthan experiencing drought-like conditions, the India Meteorological Department (IMD) said on Friday. The forecast has a model error margin of +/- four per cent. IMD considers the 50-year average rainfall of 89 cms as the LPA. Addressing reporters a day after it lowered its overall southwest monsoon forecast from normal to deficient, IMD said drought-like conditions were developing in several parts of the country.
The government on Thursday directed the Karnataka government to submit a revised report on the severe drought prevailing across the state and funds required from the Centre to take up additional relief works. Union Agriculture Minister Sharad Pawar, who was here to assess the drought situation in Karnataka, said an amount of Rs 286 crore under the National Rural Drinking Water Supply and Rs 334 crore under Watershed Management Programme would be disbursed to the state as a measure to overcome the drought situation.

India's manufacturing activities expanded last month at the slowest pace in eight months, shows the HSBC Purchasing Managers’ Index (PMI). The index fell sharply to 52.9 points in July against 55 points in June. Before that, PMI was lower in November 2011, when it was at 51 points. A reading above 50 points denotes expansion and below that level is contraction. One reason given for low PMI is power outages faced by the manufacturing sector (though their national grid collapses of this week weren’t taken into account).
India took steps amid its second drought in just four years to cut irrigation costs and increase fodder supplies for livestock farmers but stopped short of curbing exports of agricultural products or banning futures trade. June-September monsoon rains, the main source of irrigation for 55 per cent of its farmlands, are so far 19 per cent below average. This has triggered fears of lower output and higher food inflation in one of the world's largest consumers and producers of grain.
Subsidy on diesel, seeds to be hiked to help farmers The Central government on Tuesday approved Rs 1,931 crore financial package to five drought-affected states, including Rs 224 crore for Karnataka. The package will be used primarily to ensure supply of drinking water in rain deficient states and improve watershed management for drought-proofing. In addition, subsidy on diesel and seeds will be increased to help farmers tackle the crisis and save standing crops. Import duty on oil mill cake has been waived to improve the feed scenario.
