Pending ratification of the Nagoya Supplementary Protocol, non-government organisations (NGOs) are demanding that the Indian government enact a domestic legislation for liabilities and redress of living-modified organisms (LMOs). The Nagoya-Kuala Lumpur Supplementary Protocol on liability and redress to the Cartagena Protocol on biosafety closed for signature in March 2012 with a total of 51 signatories, including India. The Supplementary Protocol dealt with the liability and redress on damage resulting from living modified organisms (LMOs).
Genetic engineering has been hailed as a panacea for the problem of global hunger and population explosion, but research studies reveal that it has failed to deliver the goods. At the same time, it has created more problems than it could solve. The Union of Concerned Scientists, an international research group based in the US, said none of the genetically engineered crops under cultivation so far has boosted farm yield or overcome the problem of drought conditions. “Genetic engineering has actually done very little to increase the yield of food and feed crops. It appears unlikely that this technology will play a leading role in helping the world feed itself in the foreseeable future,” said the Union of Concerned Scientists. The use of genetically modified crops has not led to any substantial increase in food production, Dr Hans Herren, the president of the Millenium Institute and a World Food Prize laureate said here on Thursday. Speaking at an international scientific conference in the city on ‘Can GM crops meet India’s food security and export markets?,’ Dr Herren said that even in the US, the pioneer in genetic modification of crops and one of its earliest adopters, there was only a marginal increase in the yield of 3-4 per cent, while Europe, which has not adopted the technology has registered better yield increase.
