Holistic and pro-active approach towards prevention, mitigation and preparedness
Each ministry/department of the central/state government to set apart appropriate funds under Plan for specific schemes addressing vulnerability reduction and preparedness
In a shelf of projects, mitigation be given priority and mitigation measures be built into on-going schemes
Mitigation be in essential terms of reference for projects in hazard-prone areas. Project report must show how project addresses vulnerability reduction
Community involvement and awareness generation, particularly of vulnerable segments and women vital for sustainable disaster risk reduction. Communities are the first responders to disasters, so must be empowered to manage disasters
Construction designs to correspond to Indian Standards
Existing state relief codes be developed into disaster management codes/manuals to build mitigation and preparedness right from planning process
