The Common Minimum Programme of the UPA government at the Centre articulates that, 'Landless families will be endowed with land through implementation of land ceiling and land redistribution legislation. No reversal of ceilings legislation will be permitted' (The Hindu, 2004). The Kalrayan hills of Tamil Nadu is purposively chosen for the present research work, because land reform measures have been undertaken on a large scale from 1976 and yet not completed. The present study is based on time-series data taken from the Government of Tamil Nadu's records from 1989 to 2001.
