In the textile knitwear manufacturing city of Tiruppur, Tamil Nadu, the ZLD project in their CETPs was propelled by a judicial directive and launched with great expectations way back in 2005. After 5 years, there is no such thing as a ZLD happening even though the CETPs have been commissioned and the financial subsidies (from taxpayer's money) have also been disbursed to these CETPs and the truth is that the subsidies have been disbursed to CETPs that are not performing comprehensively.
