Minister for Tourism, Housing and Urban Development Ghulam Hassan Mir has said that the coalition government has implemented the programme for balanced development of all the three regions of Jammu and Kashmir at the ground level unlike previous regime, which was raising slogans on papers and did not implement it a the grass root level.
