They live on a borderline tha probably has no parallel. In course of a dispute in which Maharashtra claims them but Andhra Pradesh has not quite relinquished them, they belong to two states, have two gram panchayats, two p[hoto-identity cards, two ration cards, two schools and separate health and water facilities provided by their two "masters." But as elections approach and they are wooed by two sets of candidates, from different states, these 3,000 people from 12 villages wish that someone would finally decide, once and for all, whether they are Andhraites or Maharashtrians. Meanwhile, they are enjoying perks from both. With their villages straddling Maharashtra's Chandrapur and Andhra's Adilabad districts, the question of identity has become more urgent as both states go to the polls on April 20.
