It's as much about human resources management as it's about water harvesting. The Ramon Magsasay Award to Rajendra Singh, 45, who heads the Alwar-based Tarun Bharat Sangh (TBS), is a tribute to the spirit of working tirelessly to drive home the point that water needn't be a scarce commodity even in the barren patches of Rajasthan if one ensures community participation in water management techniques. Singh was named winner of the Magsaysay Award for Community Leadership in Manila for spear-heading a mass rural movement for water conservation in Alwar. Singh was the lone Indian among the recipients of this prestigious Award widely seen as Asia's answer to the Nobel Prize.
