Given the fracas over Bengal Silver Springs not having a no objection certificate for their luxury housing project along the EM Bypass on Kolkata's outskirts, and knowing the ways of the West Bengal state government, it should come as no surprise that of all the housing projects in the state, the Pollution Control Board has till date issued NOCs for only 12!
