The Cabinet approved the aide memoire for the Asian Development Bank-aided Rs 1,250-crore Sustainable Urban Development Project in five corporations in Kerala State. This will be the third package, after Modernising Government Programme and Power Sector funding, from the ADB for the State. The aide memoire includes conditions such as the constitution of an Urban Regulatory Authority which would ensure private participation in civic services and levying of development charges.
