The Director of the United Nations Food And Agriculture Organisation(FAO) Dr. Jacques Diouf said that Africa has to understand that water control system, an indispensable factor of any policy that intends to secure self-sufficiency in grain production. During his talks with the Ethiopian President Negasso Gidada, the FAO director said it was necessary to construct irrigation schemes and micro dams to the same end.
