Hazardous levels of air pollution here prompted city officials on Monday to order some drivers to leave their cars at home. A measure going into effect on Tuesday calls for a 25 per cent drop in private auto traffic throughout the city in an effort to reduce ozone levels and push the air-pollution index now at 251 below the 250 point threshold. Drivers whose vehicle plates end with a particular number will be barred from city streets.
