The Annual Plan for Gujarat for the new fiscal year was on Tuesday pegged at Rs 21,000 crore at a meeting here between Planning Commission Deputy Chairman Montek Singh Ahluwalia and the Gujarat Chief Minister, Narendra Modi. The Plan outlay includes an additional Central assistance component of Rs 130 crore which has been earmarked for priority projects of the State. Commending the State Government for its impressive fiscal and growth performance, Dr Ahluwalia pointed out that the 10.4 per cent growth rate achieved in the Tenth Plan was better than the national average. Going by the current performance trends, a growth target of 11.2 per cent was achievable, he said. He also hailed the Government for encouraging public-private partnership (PPP) in development of the State's social infrastructure. Its efforts to improve the human development index as also the rural development strategy was also appreciated. Hailing the State Government's efforts towards upgrading health and education levels to international standards, the Commission, however, drew its attention to the deterioration noticed on the nutrition front and the decline in enrolment for higher education. At the same time, the Commission appreciated the Government's focused attention towards making growth more inclusive, as envisaged in the Eleventh Plan. The Commission advised the State Government to draw up an action plan for improving awareness about HIV among females. It was also pointed out that Gujarat continued to be the premier destination for industrial investment and the first application for setting up a petrochemical region had come from the State.
