Awareness only tool for Govt to enforce plastic ban

The latest directive by the Delhi Government on non-usage of plastic bags has come with loose strings. While the notification has clearly come under the pressure from the Delhi High Court order, the mechanism to implement it remains vague. According to sources, the mechanism to implement the said notification has not been even worked out and is very unclear. Reportedly, the authorities are relying on their "awareness campaign" to forcefully execute the directives.
"There is no set apparatus worked out by us till now to implement the notification. However, we will spread awareness campaign for the same so that people know about the ban," said a senior government official. According to the notification, the Government has prohibited the use, sale and storage of all kinds of plastic bags in- all five-four star hotels; hospitals with 100 or more beds; all shopping malls, liquor vendors; fruit vegetable outlets of Mother Dairy; restaurants having sitting capacity of more than 50 seats. In other places High Court has allowed usage of only biodegradable plastic bags. However, if sources are to be believed, the mechanism to check use of such bags and their availability also has no concrete face within the Government's files.
When contacted JK Dadoo, Environment Secretary refused to talk about it asserting the rumours of unpreparedness of the government to meet the court orders about the plastic bag ban. Dadoo said that these details are needed to be collected from his office during office hours and he can talk on this issue only during his office hours.
While the officers have been deputed to see the implementation of the order in their respective jurisdiction, they are oblivious of mechanism of how to go about it. When asked no officer was able to explain the mode to see if the notification is being implemented. "We will advertise the latest order of the Government to make people know that such a ban exists. The places where the ban hold significance will also be issued the notification to adhere by it," said one of the officers who's been deputed to see the implementation of the order in his jurisdiction.
The departments that have been entitled to look into the discharge of the orders include Delhi Pollution Control Committee, Environment Department, MCD, Food and Supply Officers, Medical Officer Health, NDMC. Subsequently, the order has engendered resentment among the traders as well as the public. The Government, which is gearing up the machinery to implement the order, has, however, not come out with any clarifications on any reasonable and viable available alternative.
Reportedly, about 40,000 people are engaged in plastic business in Delhi alone generating a yearly trade of about 10,000 crore of rupees.
