Amid the dry slopes and ancient olive trees of the Sabine hills north of Rome, the fierce August heat makes it hard to believe that more rain falls on Italy each year than on Germany or the Nethelands. Yet this summer, as every summer, tales of water shortages are leaking out up and down the Italian peninsula as people talk of badly maintained reservoirs, faulty distribution networks, high tourist demand and the influence of organised crime on water resources.
