In the drought prone regions around Vellore in Tamil Nadu, beedi industry is the largest employer in the area. With no transparent calculations and only lump sum repayments being allowed, the system perpetuated child bondage. However the Tamil Nadu chapter of Indian Council of child welfare has initiated measures for saving these children from bondage.
