The government doesn't have too many bright ideas on how to mobilise resources for the Rs 48,000-crore rural roads component of the Bharat Nirman programme. Unless it comes up with an urgent proposal, the rural roads plan may hang fire. The rural development ministry had spent, sources said, around Rs 4,200 crore this year up to end January, 2006. That is well over the Rs 3,835 crore allocated for PMGSY for 2005-06. Again, for 2006-07, the ministry has estimated that it will spend around Rs 9,200 crore. But the budgetary allocation for the year is only Rs 4,853.06 crore for PMGSY.
