Bhubaneswar Municipal Corporation breaks ground rules

BHUBANESWAR: The Bhubaneswar Municipal Corporation (BMC) continues to dump municipal solid waste at Bhuasuni, the site identified for disposal of waste on the outskirts of city, despite expiry of the authorization on March 31, sources said. The matter came to light after the Odisha State Pollution Control Board (OSPCB) received a letter from the civic body, seeking renewal of the permission, on August 26. "The BMC is required to apply for renewal of permission to dump municipal waste at the site every five years, according to the Solid Wastes (management and handling) Rules, 2000," said environment scientist Smrutiprava Samantroy.
Samantroy said the BMC was served a reminder after which it dispatched the letter. "The pollution board can take action against the civic body under Section 15 of Environment Protection Act, 1986," she added.
A BMC official said it was unnecessary to create a ruckus over the issue since the waste was being dumped at the site earmarked for the purpose. "A solid waste treatment plant has been proposed over 62 acre at Bhuasuni. We will be bound to seek authorization from the board once the plant comes up," the official said.
The norms require the BMC to dump all waste at Bhuasuni. "The city generates about 400 tonne of solid waste daily, of which 300 tonne are directly dumped at Bhuasuni, Following intervention of the Orissa high court, the BMC has closed many temporary transfer stations in past five years. The court has been monitoring the solid waste management since 2000," said an official of the pollution board.
