The "Blueprint for the Infrastructure in Gujarat 2020' (or Big 2020) has a poser. It reiterates Chief Minister Narendra Modi's "aim' of achieving an annual 12.5% growth rate in the industrial sector to "create a benchmark for the rest of the country to follow.' Yet, it suggests that this would not be possible until the state invests a huge Rs 1,62,441 crore in the infrastructure sector, over the next five years!
