The Ministry of Environment and Forests would not release money to Bihar under the National River Conservation Plan (NRCP) and the Phase II of the Ganga Action Plan (GAP), till a firm commitment of regular operation and maintenance of the assets created under the phase I of GAP was available from the State Government.
