Bogota mayor peddles plan for bicyles in a car-free city

Enrique Penalosa is asking voters to approve a city-wide ban on private vehicles in peak hours in Colombia's capital. For hundreds of thousands of Bogota residents - authorities estimate 1m-plus - Sundays normally mean a bike ride on some of the 100km of roads temporarily closed to vehicle traffic, in the type of civic initiative more associated with progressive European capitals than the polluted chaos of the Latin American urban jungle.
