The Brazilian state of Sao Paulo willstop selectively banning cars this winter, since surveys have shown one of Latin America's mostpolluted metropolises to be enjoying cleaner air, authorities said early this week. Increased buying of new cars and the use of more environment-friendly fuel produced a 21 percent reduction in carbon monoxide in the air over the last three years, the state's environment ministry said in a statement.
