BSP to transmit ‘real-time’ emission data from plant

The Bhilai Steel Plant (BSP) will be making real-time data transmission from its continuous emission monitoring systems to the Central Pollution Control Board (CPCB) and the Chhattisgarh Environment Conservation Board (CECB), officials stated. Notably, the Steel Authority of India Ltd (SAIL) would also soon set up an Online Effluent Quality Monitoring System (EQMS) along with data up-linking to CPCB and CECB. The system would be installed for Water Management Department of the Bhilai Steel Plant, officials stated. Achieving a major breakthrough in safety of large number of workers from gas leak episodes, the BSP had also changed about 17,284-meter long gas pipeline across the plant, officials stated. Since the gas pipeline spread across the plant area is considered to be the lifeline of BSP and plays a vital role, through it, regular gas supply of blast furnace, Coke Oven and Converter Gas is ensured and it is used in the form of fuel in various operations constantly undertaken for production in the plant, they stated. The Energy Management Department (EMD) of the BSP is also playing an important role in safe operation of this gas supply network. The disciplined squad of EMD maintains round-the-clock vigil and it proved its excellence in last one year in the field of safety. The squad not only trained large number of BSP employees for gas safety but also played a vital role in technical up-gradation of the gas network in the plant, they stated. Last year several drives and training programmes were undertaken included Samiksha (Review) drive, gas safety training, joint mock drill, haze-up study, joint workshop, portable CO monitor, fixed CO monitors, repair of LD gas holder, laying of mixed gas line, cent per cent isolation facility, safe operation of gas pipeline, regular visual inspection and GCP and NDT test of gas pipeline and as its outcome BSP could change 17,284-meter long gas pipeline since 2004. As part of Gas Safety Training, as many as 600 personnel including those of CISF, HSCL Project Department and contract workers were also imparted training in the intensive training programmes. Disaster Management has also improved considerably in the joint auspices of National Disaster Response Force (NDRF) and EMD Squad of BSP and mock drill was also conducted to check minimum response time in case of gas leak. Besides, workshop and training programme was conducted for spotting danger in production process and undertaken practical training and demonstration of various safety equipment. Apart from these, the joint workshop for personnel from EMD, blast furnace and Water Management Department was also conducted. BSP has accorded the highest priority to taking effective measures in the areas of resource conservation, pollution prevention, waste reduction and conversion of waste to wealth, officials stated. Effective monitoring and analysis has ensured that BSPs compliance is well within the regulatory requirements, they stated. The ISO 14001 certification has been implemented in the entire Plant and township as well as in Dallirajhra Mines. The plant has introduced environment friendly coal dust injection system in the Blast Furnaces, de-dusting system and electrostatic precipitators in other units. Besides, Clean Development Mechanisms for green house gas reduction, BSP has taken up the replacement of Ozone Depleting Substance CTC, aided by UNDP. Moreover, for the first time, BSP has earned Voluntary Emission Reduction (VER), a kind of carbon credit for two of its environment-friendly projects inside the Plant. The projects, namely 'SP-3 waste heat recovery system' & 'Thyristerisation of last Furnace # 3 & 4 skip hoist electric supply' have been certified under VER by M/s. RINA, Italy. This will enable BSP to claim revenues for 9,74,743 Tonnes of Co2 Emission reductions till 2007-08, from the international VER market. These projects will also earn revenues on an average of 1,65,000 T of Co2 reductions every year till the completion of 10 year accounting period in each case, officials stated. Abiding by Corporate Responsibility for Environment Protection (CREP) guidelines and monitoring mechanism, BSP has also taken adequate steps to check fugitive emissions from Coke Ovens. It has installed Air cooled self sealing doors in Battery-3, resulting in significant reduction in door emissions. At Battery #7, water sealed AP caps and Pusher car with door cleaning mechanism has been introduced.
