The sub-committee set up by the MCD to look into the issue of building bylaws to be implemented in rural and urban villages passed Commissioner Rakesh Mehta's proposal to allow construction only on the basis of sanctioned building plans. So far, Lal Dora and extended abadi areas had been exempt from acquiring sanction from the MCD for their building plans. A 1963 government notification exempted these areas from building plans. The Supreme Court and Delhi High Court had recently directed the MCD to see whether the notification could be repealed so that the building bylaws could be implemented here.
