The Project Affected Relocation Bill, setting the norms for rehabilitation of tribals and other people affected by large projects was cleared by the Union Cabinet. The Bill provides for land benefits and compensation to relocated people, based on a draft Bill prepared by the Rural Development Ministry in the 1980s. According to the Bill, the norms for compensation must be fixed in advance of relocation or rehabilitation. "Earlier, rehabilitation was not addressed by any single policy. As a result, relocation often took years. This policy will ascertain the needs of affected persons beforehand.
